PROBLEM TO BE SOLVED: To provide a structure of agitating blades for obtaining the wholly same workload when normally rotating a drive chain for installing a plurality of agitating blades and when reversely rotating the drive chain. SOLUTION: This ground improvement device uses a backhoe as a base machine. A construction head is installed on the arm tip of the backhoe. The plurality of agitating blades 9 are installed at a prescribed pitch on the endless drive chain 8 wound on the construction head. In addition to a cutting blade 12 being a main element of the agitating blades 9, a shape of the whole agitating blades 9 is formed in a bilaterally symmetrical shape with the center line C for dividing the agitating blades 9 into two parts in the chain revolving direction as the symmetrical center so as to obtain the same workload when normally rotating the drive chain 8 and when reversely rotating the drive chain 8.
