PROBLEM TO BE SOLVED: To prevent failure of fixing due to dust and to sustain a temperature range optimal for optical fixing with a minimum power consumption. SOLUTION: UV lamps 23 and 24 are disposed in a first enclosed container 27 having heat insulation properties. The first enclosed container 27 is contained in a second enclosed container 28 having a double structure exhibiting excellent thermal insulation. Each enclosed container 27, 28 is fixed with a member 30 transmitting UV-rays. Temperature in the first enclosed container 27 is sustained within a range of 40°C-60°C by providing sensors 31 and 32 for measuring the temperature in the first enclosed container 27, a heater 34 and a cooler 37 for heating and cooling the inside of the first enclosed container 27, respectively, and a section 33 for controlling the operation of the heater 34 and a cooling fan 36 based on the measurements of the temperature sensors 31 and 32.
