PURPOSE: A rotary balloon is provided, which rotates by wind and attracts eyes of customers by light emission at night and thus maximizes advertisement effect. CONSTITUTION: A round balloon(2) is made by a synthetic resins material and has an air pole(5) in its center to make air flow smooth. And an electric bulb(6) is embedded in the balloon so that the electric bulb rotates by connecting a rotary outlet(14) flexibly. And a number of wing tubes(3) are bonded to a surface of the balloon, and a horizontal bearing(8) is connected between the balloon and a supporting wire.
