PROBLEM TO BE SOLVED: To provide an underfloor air cooling device having the structure which can prevent any snow and dust from being deposited on an air inlet. SOLUTION: An electric motor is driven in the forward direction in a regular condition, the air sucked from an inlet in an upper part or a side part of a vehicle body into a tunnel is passed through a plurality of cooling devices or air-cooling means thereof and cooled thereby, and exhausted from an underfloor regular exhaust outlet. If the temperature of the temperature-monitored devices exceeds the predetermined value, the electric motor is driven in the opposite direction, the outside air is sucked in the reverse direction into the tunnel from the underfloor regular exhaust outlet, and passed through the cooling devices, other devices, or an air-cooling means thereof, and cooled, and exhausted from the regular exhaust outlet.
