PROBLEM TO BE SOLVED: To perform a resource allocation for effectively utilizing communication resource. SOLUTION: In the controller for controlling the allocation of communication resources related to incoming and outgoing channels in the code division multiple access communication system, the controller has a storage means for storing the allocation request of a plurality of communication resources related to the incoming and outgoing channels and an allocation means for allocating the communication resources according to partial allocation requests in the plurality of allocation requests when the quantity of communication resources required for responding to all the allocation requests exceeds the quantity of unused communication resources. The utility rate of the communication resources based on said partial allocation requests is higher than the utility rate of the communication resources on the basis of the other allocation requests in the plurality of allocation requests.
