PROBLEM TO BE SOLVED: To allow an easy construction of a voluminous concurrence access processing server used for interactive programs, Web shopping, etc. SOLUTION: A program producer and the like define values of a part of limiting conditions among a variety of limiting conditions (a predictive answer number, a recovery time, a number of servers for use, etc.), by using a service defining editor 12. The editor 12 acquires values of remaining limiting conditions. A program generator 13 creates a server program for operating on recovery servers 2-1 to 2-N and a processing server 3 or an operation defining file for controlling operations of the server program based on the values of the limiting conditions defined or acquired by the editor 12. A management service part for server program delivery 15 delivers the server program and operation defining information to the necessary number of the recovery servers and the processing server 3.
