PROBLEM TO BE SOLVED: To reduce frictional resistance due to crushing of a tube when a flattened tube is expanded like a cylinder and fed to be cut at a specified length, eliminate a failure such as bending of the tube during feeding, and to ease changing of length of the tube by replacement of a single part and controlling a servo motor corresponding thereto. SOLUTION: Downstream end of a tube 8 supplied from a reel 2 is gradually made larger in diameter like a cylinder as its flattened tip goes forward to the downstream by means of a rod, and a tube expanding tool 5 that jets a compressed air from a hole 79a provided inside is inserted into the inside of the tube 8, and then the tube 8 is fed by a specified distance while the flattened tube 8 is expanded like a cylinder by jetting the compressed air into its inside from the hole 79a.
