PROBLEM TO BE SOLVED: To increase a contact area with an exhaust gas, and efficiently enhance a temperature of the exhaust gas by solving problems such that in a catalyst wound to a punching cylinder, the contact area with the exhaust gas is small whereby reaction of a purified component is small and efficiency of increasing the temperature of the exhaust gas is worse. SOLUTION: A punching metal plate formed into a wave shape and at least one plain weave mesh-like cloth catalyst are stacked to wind them in a spiral shape. They are inserted into a metal cylinder, and cloth pressers are provided to both openings, whereby the exhaust gas is made to pass in surface and opposite surface directions of a catalyst surface to increase the contact area. Accordingly, the temperature of the exhaust gas rises. Further, by using the punching metal plate formed into a wave shape, a rate of hole area can be increased, thereby realizing the exhaust emission control device which does not affect an output performance of the internal combustion engine with respect to a pressure flow of the internal combustion engine or the like.
