PROBLEM TO BE SOLVED: To provide a valve timing control device of an internal combustion engine which prevents poor responsiveness or resulting troubles when hydraulic fluid is at low temperatures. SOLUTION: The valve timing control device includes a variable valve timing mechanism 1 controlled by hydraulic pressure and capable of variably setting the relative rotary phase between a crankshaft and a camshaft, and a hydraulic control means 2 for controlling the pressure of hydraulic fluid supplied to the variable valve timing mechanism 1 to control the variable valve timing mechanism 1. The desired relative rotary phase is set according to the operating condition of the engine and the relative rotary phase between both shafts is controlled to match the desired relative rotary phase. The set range of the desired rotary phase is limited according to the temperature of cooling water and the temperature of the hydraulic fluid at start. Particularly under situations where combustion is likely to become poor, the valve timing control device prevents poor combustion due to an excessive valve overlap resulting from the poor responsiveness of the valve timing control device.
