PROBLEM TO BE SOLVED: To provide a construction method for a hollow pipe pile and a construction device thereof capable of improving friction force on a peripheral face of the hollow pipe pile by pile installation by inner excavation and improving construction efficiency of enlarged foot protection bulb. SOLUTION: The hollow pipe pile is provided at predetermined depth by pile installation by inner excavation, high pressure injection and low pressure pouring of cement milk are simultaneously performed, an outer part side of the enlarged foot protection bulb is mainly constructed by high pressure injection, and an inner part side of the enlarged foot protection bulb is mainly constructed by low pressure pouring to construct the enlarged foot protection bulb in a tip part of the hollow pipe pile. An auger used in pile installation by inner excavation is provided with a low pressure discharge port opened in the vicinity of a tip of an auger rod and a high pressure injection port in which a tip of a pipe extended outward from the auger rod in the vicinity of the tip of the auger rod is opened. High pressure injection of cement milk is performed through the high pressure injection port, and low pressure pouring of cement milk is performed through the low pressure discharge port.
