PROBLEM TO BE SOLVED: To provide a usage-based charge processing method and system capable of changing service use contract information on a real-time basis in response to changes in the user's use of the service and of appropriately carrying out the charging process in response to the change in the contents.

SOLUTION: Change history information on service use contract information is acquired from a contract management unit 2 by a contract information management function unit 5 for registration in and management by a control information table 9, and user's service use history information is collected from a service providing unit 3 by a service use history information collection function unit 6 for registration in and management by a service use history information file 8. Change history information corresponding to uncharged service use history information in the service use history information file 8 is acquired from the contract information table 9 and charging is made for uncharged service use history information based on the changed history information.
