PROBLEM TO BE SOLVED: To provide a mobile communication system capable of simply realizing high communication quality and ensured maintenance of the number of connected users. SOLUTION: On the occurrence of an access such as a call request or an incoming call reply from a user, a call control section 21 transmits location information of the user and time information managed by a time management section 22 to a resource management section 23 to request the section 23 to assign a communication resource. A rate setting section 27 of the resource management section 23 reference a rate table 28 for storing a communication rate and time associated with each other on the basis of a communication quantity predicted in advance, extracts a communication rate to be assigned to the user on the basis of the current time and assigns the communication rate to the user.
