PROBLEM TO BE SOLVED: To prevent leakage of a cooling medium and to improve a cooling performance. SOLUTION: This heat exchanger comprises a finned serpentine pipe equipped with a zigzag pipe 2 having three or more straight pipe parts 2a spaced in parallel to each other in a front and back direction; a plurality of first fin groups 3 comprising a plurality of plate fins 5 fixed in parallel to the straight pipe parts 2a across two adjacent straight pipe parts 2a of the zigzag pipe 2, and spaced in a longitudinal direction of the straight pipe parts 2a; and a plurality of second fin groups 4 comprising a plurality of plate fins 6 fixed in parallel to the remaining straight pipe(s) 2a of the zigzag pipe 2, and spaced in the longitudinal direction of the straight pipe parts 2a in a manner to be placed at the same position as the first fin groups 3 with respect to the longitudinal direction of the straight pipe parts 2a. The finned zigzag pipe 1 is formed and bent in a manner that the first fin groups 3 and the second fin groups 4 are overlaid on each other between the adjacent first fin groups 3 and second fin groups 4 in all of the straight pipe parts 2a.
