PROBLEM TO BE SOLVED: To provide a data recording apparatus whereby a user can easily identify that special reproduction data going to be reproduced are not recorded on a recording medium. SOLUTION: The MPEG data recording apparatus of this invention for recording forward 12-speed and reverse 12-speed special reproduction MPEG data resulting from the input data on a D-VHS recording medium 12 in addition to the conventional reproduction MPEG data, includes: special reproduction data output sections 4 to 9, which store in advance an I picture of non-recording information indicative of it that data of a concerned multiple-speed such as forward 4-speed, reverse 4-speed, forward 6-speed, reverse 6-speed, forward 24-speed, and reverse 24-speed are not recorded and generate and output the special reproduction MPEG data of the concerned multiple-speed configured of the I picture; and a format conversion section 10 and a signal recording section 11 for recording the special reproduction MPEG data of the non- recording information.
