PROBLEM TO BE SOLVED: To properly distribute a data transfer rate between logical paths, and to transmit/receive data according to the data transfer rate when a plurality of logical devices use a single transmitter/receiver to transmit/receive data. SOLUTION: The transmitter/receiver 12 is provided with a table 130 indicating transfer performance for logical devices 14 and 16 using the transmitter/ receiver 12, a table 132 indicating transfer performance for a communication destination logical device with which the logical devices 14 and 16 establish a logical path to communicate, and a table 134 indicating the transfer performance of a physical path. Then, a transfer rate is calculated for a logical path whose data transmission is requested based on the transfer performance, and the data transfer is executed from each logical path according to the ratio of the transfer rate. The transfer rate is assigned to the logical path whose data transfer is requested according to the transfer performance of the logical devices or physical path for transmitting/receiving data, and the transmission processing is executed according to the ratio, so that the logical devices can be efficiently used.
