PROBLEM TO BE SOLVED: To accurately grasp a full charge capacity of a battery mounted on a vehicle employing an economy running system.

SOLUTION: A hybrid ECU 400 measures a full-charge capacity of a high voltage battery 600 mounted on a vehicle which stops an operation of an engine 100 when it stops at an intersection, etc. This hybrid ECU 400 includes a memory in which the full-charge capacity of the high voltage battery 600 is stored, a circuit which detects the voltage of the high voltage battery 600 when the engine 100 is re-started, and a circuit which corrects the full-charge capacity stored in the memory to a smaller value if the measured voltage of the high voltage battery 600 is lower than a voltage prescribed as a necessary voltage for the re-start of the engine 100.
