A spare wheel can be bolted to the bracket 16 of a carrier that is bolted at mounting bracket 5 to the back bumper of a utility vehicle. When the latch pin 9 is released, the arm 7 can be swung on the axis of bolt 8 to move the arm away from the rear of the vehicle and off the rest 20, then the ratchet handle 22 can be operated to open the turnbuckle screw 25 to lower the arm and attached wheel about pivot bolt 15 toward the ground. A wheel can be bolted to the bracket 16 and raised and locked into position adjacent the rear door of the vehicle by actuation of the ratchet in the opposite direction. The manual power ratchet may be replaced by a motor powered mechanism energized from the vehicle electrical power source.
