PROBLEM TO BE SOLVED: To collect slight failure information without increasing operation costs in a remote monitoring system constituted of communicably connecting monitor centers to facilities to be monitored through public telephone lines. SOLUTION: A controller 31 in a multistory parking garage 20 is provided with an abnormality detection part for detecting the abnormality of facilities and a storage part storing correspondence relation between previously set abnormality contents and the number of telephone calls. When the abnormality detection part detects abnormality, the control part 31 calls the monitoring centers 11, 12 by the number of calls corresponding to the contents of abnormality. When the number of calls corresponds to 'slight failure', each of the centers 11, 12 counts up the number of calls without connecting a telephone line 2 and recognizes the generation of the slight failure corresponding to the number of calls.
