<p><P>PROBLEM TO BE SOLVED: To provide a video distribution system for displaying video that hardly gives unpleasant feeling to viewers. <P>SOLUTION: In frames arriving from a transmitter, a header removing part 301 removes a header, and an aligning part 302 sequentially outputs the frames from the front to a payload dividing part 303. The payload dividing part 303 divides each aligned frame with the header removed into MPEG video data, a frame sequence number and a GOP boundary pointer. A read control part 307 controls the reading of the MPEG video data stored in a data buffer 304 on the basis of a GOP boundary decided by a boundary deciding part 305 and decision results as to whether frames decided by a continuous arrival deciding part 306 continuously arrive. The read control part 307 also controls whether the MPEG video data is decoded by a decoding part 309 by using a selecting part 308.
