PROBLEM TO BE SOLVED: To provide a pipe jacking device of a double-pipe excavation system capable of surely serving the subsidence or the like of a road by certainly controlling the taken in quantity of excavated materials in response to a soil character. SOLUTION: Spiral tie plates (200) are inserted and fixed into a casing rod (120), using the central axis of the spiral as the same axis as the rotary central axis (a) of the casing rod. The spiral tie plates are formed in a spiral shape in the direction that soil and sand are pushed back in the front direction by a rotation in the case of the excavation of the casing rod.
