PROBLEM TO BE SOLVED: To provide an inexpensive optical scanner of which structure is simple and drive voltage is low and in which the swing angle for optical scanning is large, and to provide a manufacturing method of the scanner, an image forming device having the scanner, and a reader. SOLUTION: The optical scanner consists of a twisting rotary shaft 3 which is made of a beam member 3a that turnably supports both tip parts of a reflection means holding substrate 2 holding a reflection means 1, a movable electrode 4 which is formed on the side surface of the substrate 2 being supported by the shaft 3, a first substrate 6 which supports the electrode 4 through the shaft 3 opposing a first fixed electrode 5a of a fixed electrode 5, a first electrically insulating and separating means 6a which electrically insulates and separates the electrode 4 of the first substrate and the electrode 5a, a second substrate 7 which is electrically insulated, overlapped and joined to the substrate 6 and a second fixed electrode 5b which is formed on the substrate 7 opposing the electrode 4.
