PROBLEM TO BE SOLVED: To provide an aqueous solution of a cationic thermoset resin, useful as a wet paper strength improvement agent or the like, preventing papermaking apparatus from becoming dirty, and enhancing the operability, and to provide a method for producing paper, and the paper produced thereby. SOLUTION: The aqueous solution of the cationic thermoset resin for the wet paper strength improvement agent is produced by (i) a step for reacting (A) a polyalkylene-polyamine with (B) a dicarboxylic acid and/or a derivative thereof, or the component (A) with the component (B) and (D) a specific compound having a hydrophobic group, and (ii) (I) a step for reacting the polyamide-polyamine obtained by reacting the component (A) with the component (B) in the step (i), with (C) an epihalohydrin and the component (D), (II) a step for reacting the polyamide-polyamine obtained by reacting the component (A) with the components (B) and (D) in the step (i), with the component (C) or the components (C) and (D), or (III) a step for reacting a mixture obtained by mixing the polyamide-polyamine obtained by reacting the component (A) with the component (B) in the step (i), with the polyamide-polyamine obtained by reacting the component (A) with the components (B) and (D) in the step (i), and reacting the mixture with the component (C) or the components (C) and (D).
