PROBLEM TO BE SOLVED: To solve the problem that service life of a cutting tool is not improved because a covering member used in the conventional cutting tool has insufficient strength of a membrane, tenacity, resistance to oxidation, and resistance to peeling off. SOLUTION: In the covering member covering a hard membrane made of a single layer composed of one kind and more of compounds selected from among 4a group elements, carbide, nitride, and oxide of Al, Y, and Si and mutual solid solution of them or a laminated layer composed of two kinds or more of them on a surface of a basic material, at least one layer of the hard membrane contains oxide of rare earth element (lanthanides) to improve strength of the hard membrane, tenacity, resistance to oxidation, and resistance to peeling off. When the covering member covering the hard membrane is used in the cutting tool, a wear-resistant tool, and a wear-resistant part by the action of them, it is possible to greatly improve resistance to wear and resistance to chipping.
