摘要 <P>PROBLEM TO BE SOLVED: To provide a video conference system for transmitting/receiving video and voice for controlling a load balance of transmission paths and efficiently managing connection control between terminals of conference participants and a chairman's terminal. <P>SOLUTION: Each pupil station 20 is accessible to a plurality of base stations 30 selectively provided. When receiving an access request from a pupil station 20, a base control section 40 performs authentication processing. Then an access destination management section 43 detects a network load and a processing load of the base stations 30 to discriminate whether or not a lecture start condition is to be satisfied. When the start condition is also satisfied, one base station 30 for relaying an access destination of the pupil station 20 is selected, and the access destination of the pupil station 20 is controlled to be switched to the base station 30. In this case, the video conference system selects the base station 30 so as to balance processing loads of the network and the base station and selects a path to reduce a communication cost of the network. <P>COPYRIGHT: (C)2003,JPO
