PROBLEM TO BE SOLVED: To provide a picture encoding method, wherein intensity values of luminance or color difference are quantized into integers, capable of preventing accumulation of rounding errors caused by collinear interpolation processing conducted for motion compensation.

SOLUTION: Two kinds of P+ frames 503, 507 adopting positive rounding where a value resulting from adding 0.5 to an integer is rounded up and P- frames 505, 509 adopting negative rounding where a value resulting from adding 0.5 to an integer is rounded down are prepared for P frames used for unidirectional motion compensation prediction.
