PROBLEM TO BE SOLVED: To provide a light-emitting element, which has high luminous efficiency, by improving extraction efficiency of light. SOLUTION: A transparent electrode 2, a luminous layer 3, and a reflector electrode 4 are laminated in this order on a transparent substrate 1, and further, on the surface of the substrate 1, an optical element 10 is provided. This optical element 10 has a function which out of the light generated in the luminous layer 3, the light, of which the incident angleθto a light extraction surface is the critical angleθc or more, is scattered, and the light of critical angleθc or less is made to penetrate as it is. By providing such the optical element 10, external light extraction efficiency at the time of extraction of the light generated in the luminous layer 3 from the transparent substrate 1 side can be improved.
