PROBLEM TO BE SOLVED: To provide a transmitting terminal with a means for transferring an encryption key together with encrypted information and to provide a receiving terminal with a means for determining a decryption key from the encryption key in the received information. SOLUTION: By transferring information uniquely presenting the encryption/ decryption key together with the encrypted information, the identification information of the encryption/decryption key can be reported to the receiving terminal as occasion demands even in the case of a secret communication using a plurality of encryption keys.
