PROBLEM TO BE SOLVED: To provide a level shifter which reliably operates, even at a low power voltage. SOLUTION: A first switch operates according to a control signal to receive an input signal. A voltage converter circuit converts the voltage of the input signal transferred via the first switch into a different voltage therefrom, to provide an output signal. A second switch connects an output node of the voltage converter circuit to a voltage line, corresponding to a voltage to be outputted by the voltage converter circuit according to the input signal. If, e.g. the input signal voltage exceeds a voltage range within which the voltage converter circuit properly operates, a voltage to be originally outputted by the voltage converter circuit is fed to the output node via the second switch. Thus the voltage of the input signal is converted surely to result in the level shifter operating surely, even at a low power voltage, and this prevents a semiconductor integrated circuit with the level shifter formed therein from malfunctioning.
