PROBLEM TO BE SOLVED: To save the recording capacity of a recording medium in a recorder of a crime prevention system without deteriorating the reliability of this system. SOLUTION: At a reference image register mode, the recorder stores insulation information for one frame of a RAM as a reference image in an EEPROM (S102). If not at the reference image register mode, it stores the image information for one frame of the RAM in a RAM in a system controller 22. If no manual switch is operated or an external signal SIG is inputted, the recorder executes a comparing process routine for checking if a photographed image changes, relative to the reference image. If any change is seen, the recorder executes a step of extracting only a region containing changed portions of the photographed image, relative to the reference image (S112). If no change is seen on the photographed image, relative to the reference, it executes a step of deleting and reducing pixels over the entire region of the photographed image (S114).
