Moving images, of the same content, having different resolutions are divided into a plurality of tiles and encoded tile by tile to generate bit streams. When decoding, the minimum number of tiles necessary to display are acquired and decoded. Further, moving images having a high resolution and those having a low resolution are decoded in parallel. The moving images having a low resolution are enlarged and used for substitution until the decoding of the moving images having a necessary resolution is completed.
