<P>PROBLEM TO BE SOLVED: To obtain a high quality activated carbon low in cost and large in specific surface area. <P>SOLUTION: The activated carbon manufacturing method for obtaining the activated carbon from a raw material consisting of a fixed carbon component having holes comprises: an impregnation process 2 for impregnating the inside of the holes of the raw material with a liquid for impregnation by impregnating the raw material with the liquid for impregnation; a freezing process 3 for expanding the volume of the impregnated hole by freezing the impregnated raw material or the like; and an activation process 4 for obtaining activated carbon by heating the frozen raw material to remove the impregnating component.
