PROBLEM TO BE SOLVED: To cool a disk of a winch efficiently and appropriately. SOLUTION: The temperature T of an outer disk 13 is detected by a temperature sensor 42, and the free fall operation is detected based on a free fall switch 41 and a pressure switch 43. When the free fall switch 41 is on and the pressure switch 43 is off, an electromagnetic proportional valve 29 is switched according to the detected value of temperature T, and a pressure oil is fed from a hydraulic source 28 to a brake housing 11.
