PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical fiber porous preform in which the synthetic reaction efficiency of glass fine particles and the deposition efficiency of the glass fine particles on a deposition surface are improved in the manufacture of the optical fiber porous preform. SOLUTION: In obtaining the optical fiber porous preform by hydrolyzing a gaseous glass raw material in flame to synthesize the glass fine particles using a burner 10 for glass synthesis which is provided with a 1st jetting port 11 for jetting the gaseous glass raw material and 5th jetting ports 15, 15... provided concentric with the 1st jetting port and for jetting oxygen and depositing the glass fine particles on the outer circumferential part of a rotating starting member in the diameter direction, when the maximum value of the focal length of the 5th jetting ports 15, 15... is expressed by L1, the relation between a distance L2 from the end surface of the burner 10 for the glass synthesis to the deposition surface of the glass fine particles of the optical fiber porous preform and L1 is controlled to be L1≤L2.
