PROBLEM TO BE SOLVED: To determine the kind of a sensor for recognizing a wearable action and the mounting position on a human body, while taking automatically a mounting load or a device cost into consideration. SOLUTION: Model accuracy, comfortability to a mounting person, and a cost are evaluated respectively on reference to a sensor information database 101 wherein each data of the kinds, costs, parameters mounting spots of various sensors, and ID are stored, a learning action database 103 wherein learning action data are recorded, and an evaluation action database 105 wherein action data for model evaluation are recorded, and overall evaluation is performed by a model overall evaluation means 109, to thereby determine the kind of the optimum sensor for recognizing the wearable action and the mounting position on the human body.
