PROBLEM TO BE SOLVED: To solve the problem that, in a storage tank in which a stored liquid is transferred from the top of the storage tank as it is impossible to provide a transferring pipe for the stored liquid on the bottom part and the side face of the storage tank as a method in which a motor-driven pump is not used, a transferring device in which transferring is realized by pressurizing a pressure tank provided in the storage tank is used, but a valve for making the stored liquid flow into the pressure tank used for the transferring device and stopping it is required. SOLUTION: A valve seat 21 and a valve seat checking part 24 are provided in the pressure tank 2 installed in the storage tank 1, a valve rod 23 is elevated and lowered by a driving device provided outside of the storage tank 1 to perform opening and closing of the valve seat 21, and the stored liquid 11 in the storage tank 1 is thereby made to flow into the pressure tank 2 or is stopped to flow thereinto.
