PROBLEM TO BE SOLVED: To solve the problem that control at the time when a PID value is changed in not smoothly performed because the PID value is instantly changed when the PID value is changed, a manipulated variable rapidly changes in accordance with the instant change of the PID value. SOLUTION: A fuzzy calculation means 64 is provided for performing a fuzzy calculation on the basis of a switching time T inputted from a switching time inputting means 7 with a manual operation or a switching time T that is automatically calculated and determined, unchanged PID values (P<SB>1</SB>, I<SB>1</SB>and D<SB>1</SB>) stored in an unchanged PID values storing means 62, and changed PID values (P<SB>2</SB>, I<SB>2</SB>and D<SB>2</SB>) stored in a changed PID values storing means 63 to calculated PID values (P, I and D) and outputting the calculated PID values to a PID calculation means 8.
