PROBLEM TO BE SOLVED: To provide a radio base station apparatus, a terminal operation switching control method and a terminal operation switching control program capable of maintaining speech quality even when a radio wave environment deteriorates. SOLUTION: When an environment of radio waves from a diversity terminal 200 deteriorates (an increase in fading or an electric field becomes weak), an adaptive array base station 100 transmits a message for instructing the execution of a selective diversity operation to the terminal 200. Otherwise, the station 100 transmits a message for instructing to fix a reception antenna on a transmission antenna.
