PROBLEM TO BE SOLVED: To perform conversion of the number of pieces of data while drastically reducing operation quantity in the case of conversion of the number of pieces of data in an encoder. SOLUTION: Non-linear compression is performed to the variable number of pieces of data by every inputted block by a non-linear compression part 12, both ends of a spectrum envelope are expanded by a spectrum envelope expansion part 14, FIR (far infrared) filtering (operation) is performed by an FIR filter 15, linear interpolation is performed by linear interpolation 16 and the data is converted into the fixed number of pieces of sample data.
