PROBLEM TO BE SOLVED: To obtain a satisfactory output image for a long time from the beginning by restricting inversion fog that increases when toner is running out.

SOLUTION: Toner to which particles having a polarity opposite to that of toner are added is used. When a toner remaining quantity detection means detects that a quantity of remaining toner is equal to or smaller than a predetermined quantity, the settings of electrification and development biases are altered so that toner electrified to a polarity that is opposite to a predetermined polarity is discharged out of a developer container when an image is not formed.
