<p><P>PROBLEM TO BE SOLVED: To electrostatically collect dust in a electrostatically collecting part and irradiate electrons due to corona discharge and singlet-oxygen on a whole dust collecting filter, and enable the singlet-oxygen to receive the electrons on the whole filter so as to change it into superoxide, and inactivate (sterilize) viruses, bacteria or the like captured on the whole filter by the oxidizing force thereof, and further to blow the singlet-oxygen and the minus ion into a room through the air flow from a fan and inactivate (sterilize) the viruses, the bacteria or the like stuck to the articles in the room. <P>SOLUTION: A filter '4' for dust collection electrode to be an induction electrode for corona discharge is arranged at suction side, and an electrode line '2' for corona discharge is arranged at the front of the filter with some space therebetween, and further a singlet-oxygen generator '1' is arranged in the vicinity of the electrode line '2' for corona discharge. An induction electrode '3' for corona discharge comprising a porous plate and a net is arranged at blowing side, and further an electrode line '2' for corona discharge is arranged at the rear of the induction electrode with some space therebetween.
