<P>PROBLEM TO BE SOLVED: To prevent a fixing lateral black band phenomenon, thereby restricting degradation in image quality, and to prolong the life of a fixing belt, in a structure in which a bias voltage is applied in order to cancel a peeling discharge trace potential which occurs on the fixing belt when a transfer sheet is passed through a fixing nip. <P>SOLUTION: Only in the case where the conveying distance (sheet interval) of the transfer sheet 102 is shorter than the length of the perimeter of the fixing belt 61, a bias voltage is applied to the surface of the fixing belt 61 by a high voltage power source 101 which serves as a bias voltage application means.
