PROBLEM TO BE SOLVED: To quickly judge damage to a cargo when unexpected force is applied to a packed article that the cargo is packed by a packing material while carrying the packed article. SOLUTION: This system is provided with an acceleration sensor 31 or a monitoring monitor capable of detecting information on a carrying state of the packed article 20 having a possibility of damaging the cargo and the packing material, a carrying state model 52 in which a relation of the carrying state of the packed article 20 and an impression on the packed article 20 is set in advance, packing material model 54 and cargo model 56 in which a relation of the impression on the packed article 20 and damage to the cargo and the packing material is set in advance, and a damage judging means for deciding damage of the cargo and the packing material based on a result that information on the carrying state of the packed article 20 having the possibility of damaging the cargo and the packing material is applied to the carrying state model 52, the packing material model 54 and the cargo model 56 when the information is detected by the acceleration sensor 31 or the monitoring monitor.
