PROBLEM TO BE SOLVED: To provide a device and method of measuring a lifetime of fluorescence capable of efficiently measuring the lifetime of fluorescence with high accuracy. SOLUTION: An operating part 80 as a means for estimating the average detecting number of photons, estimates the average number of detected fluorescent photons released from a sample 2 and detected by an optical detector 20 per one pulse irradiation of pulse excitation light L<SB>1</SB>on the basis of the distribution of a waveform integrated value generated from a memory 70. The operating part 80 as a means for estimating the lifetime of fluorescence estimates the lifetime of the fluorescence L<SB>2</SB>released from the sample 2 on the basis of the distribution of a peak wave high level generated from the memory 70 and the average detection number of the estimated fluorescent photons.
