PURPOSE: A data transmission and reception system for regulating and managing a two-wheeled vehicle and a method for the same are provided to regulate the two-wheel vehicle against traffic rules by installing a transmission and a reception unit at the two-wheeled vehicle. CONSTITUTION: A data transmission and reception system for regulating and managing a two-wheeled vehicle includes the first transmission and reception unit(100), the second transmission and reception unit(200), and a traffic administration management system(300). The first transmission and reception unit is fixed by a bolt for fixing a license number plate. The second transmission and reception unit is used by a traffic police cop. The traffic administration management system includes a two-wheeled vehicle administration management server(310) for the ministry of construction-transportation, a fire and marine insurance company server(320), a national police agency server(330), and administration databases(311,321,331).
