PROBLEM TO BE SOLVED: To provide a method of manufacturing a plasma display panel having a dielectric film with excellent withstand voltage characteristics. SOLUTION: Dielectric paste containing plasticizer is applied onto a glass substrate 3 having display electrodes 6 formed therein, and the paste is dried until the ratio of the plasticizer remaining on the coated film comes within the range of 8 to 29% of the amount of the plasticizer to the amount of the dielectric paste, and baked to form the dielectric film 9. Thus the coated film after drying has a flexibility and a reduced internal stress, and can suppress cracks developed in a drying process. Also the extension of the cracks and the production of air bubbles in a baking process can be suppressed.
