PROBLEM TO BE SOLVED: To provide technologies for establishing communication between a user and an operator where the labor of the user is relieved. SOLUTION: Upon the receipt of a user ID number by a user identification information reception section 10, a communication destination acquisition section 16 acquires a user's communication destination from a communication destination recordings recording-section 14, a communication establishment instruction section 18 instructs establishment of the communication with the user's telephone number (an operator side phone 3 makes a phone call to a user side phone 4). Since the user can establish communication by allowing the communication establishment apparatus 1 of this invention to receive the user ID number, the user can relieve the labor for communication establishment. Further, since clicking a help button of a personal computer 2 is enough to allow the communication establishing apparatus 1 to receive the user ID number, the user can relieve the labor for establishing communication.
