PROBLEM TO BE SOLVED: To maintain reinforcing force by hardly exposing anchor bolts supporting a sheet material which is a form out of the sheet material and preventing corrosion. SOLUTION: A great number of the anchor bolts 2 are protruded on a surface to be reinforced of a pier 1 at regular intervals, reinforcing bars 4 are arranged on each anchor bolt 2, and a hooking tool 3 is screwed on the protrusion end of each anchor bolt 2. A hooking part 7a of a band material 7 sewn on the rear face of the sheet material 6 is hooked on the hooking tool 3, the sheet material 6 is stretched so as to surround the surface of the pier 1, and concrete C is placed between the pier 1 and the sheet material 6.
