PROBLEM TO BE SOLVED: To provide an audio decoding device and its decoding method for reproducing an excellent audio signal by converting the scale factor of the audio signal and a storage medium. SOLUTION: The decoding device which decodes an audio bit stream and outputs a PCM audio signal has a maximum value detection part 54 which detects the maximum value of a decoded sample value, a scale factor variation part 56 which finds the difference value between a maximum value represented with predetermined quantization bits of the PCM audio signal and the maximum value detected by the maximum value detection part 54, determines whether difference information for varying the scale factor on the basis of the difference value matches file information stored in its buffer, and varies the scale factor according to difference information corresponding to the file information of the audio bit stream when determined that they match each other, and a reverse quantization part 52 which decodes the audio bit stream by using the varied scale factor.
