PROBLEM TO BE SOLVED: To provide an operation method capable of semi-continuously performing mass production by controlling a flow system by valve operation while feeding a constant amount of an emulsion having uniform characteristics into a reactor and performing reaction for a definite time in the reactor to prepare fine particles or microcapsules having uniform characteristics. SOLUTION: In the operation method for semi-continuously preparing particles at a constant flow speed, the flow system of a reaction solution is controlled by the on-off operation of a valve according to a process shown in a semibatch operation process diagram. The reaction solution is continuously fed into the reactor by systematically performing the on-off operation of the valves attached to an emulsion feed-in pipe and a washing water feed-in pipe to semi- continuously prepare fine particles or microcapsules having uniform characteristics over a long time.
