PURPOSE: A touch panel device and a manufacturing method thereof are provided to improve durability by using a crystalline transparent film and a non-crystalline transparent film. CONSTITUTION: An upper sheet(24) has an upper transparent film(40) formed by the transparent conductive material having one structure from a crystalline or a non-crystalline structure. A lower sheet(20) has a lower transparent film(42) formed by the transparent conductive material having a different crystal structure from the upper transparent film(40). An LCD device(31) is installed under the lower sheet(20). The upper and the lower transparent film are formed by one from the transparent conductive materials such as indium-tin-oxide, indium-zinc-oxide, or indium-tin-zinc-oxide.
